No thats B, he is not in the anime but in a spin-off novle from cases L did before the death not case. And he has the eyes of the shinigami (dont ask me why he just does in the book) so yeah, aslo it discribed him as looking just like L in the book. If you serch "Beyond birthday" Or "BB" you will find more art of him. so yeah its not L :/
